CHINESE RATING AGENCY CRITICISES WESTERN RIVALS FOR CAUSING CRISIS

The head of China's largest credit rating agency has criticised western counterparts for causing the global financial crisis and said that, as the world's largest creditor nation, China should have a bigger say in how governments and their debt are rated.

中国最大信用评级机构的负责人批评西方同行引起了全球金融危机,并表示,作为全球最大的债权国,中国在各国政府及其债务的评级方面,应当具有更大的话语权。

“The western rating agencies are politicised and highly ideological and they do not adhere to objective standards,” Guan Jianzhong, chairman of Dagong Global Credit Rating, told the Financial Times in an interview.

“西方评级机构是政治化的,高度受到意识形态的影响,而不遵循客观标准,”大公国际资信评估公司(Dagong Global Credit Rating)董事长关建中在接受英国《金融时报》采访时表示。

“China is the biggest creditor nation in the world and, with the rise and national rejuvenation of China, we should have our say in how the credit risks of states are judged.”

Mr Guan argued that Moody's Investors Service, Standard & Poor's and Fitch Ratings – the three companies that dominate the global credit rating industry – had become too close to the clients they were supposed to be objectively assessing.

关建中辩称,主导全球信用评级行业的三大评级机构——穆迪投资者服务(Moody's Investors Service)、标准普尔(Standard & Poor's)和惠誉评级(Fitch Ratings)——已变得过于接近客户,而它们理应对客户进行客观评估。

He criticised the practice of “rating shopping” by companies that offer their business to the agency that provides the most favourable rating.

Western rating agencies have been widely criticised by policymakers, regulators and investors in developed economies for handing out top-notch triple A ratings to structured products that turned toxic after the financial crisis.

西方评级机构已受到发达经济体政策制定者、监管者和投资者的广泛批评,称其给予结构化金融产品AAA最优评级,而这些产品在金融危机爆发后变成有毒资产。

They have also been criticised for being too slow to downgrade some of the heavily indebted eurozone economies, most notably Spain, which still holds triple A ratings from Moody's.

There is also a view among many investors that the agencies would shy away from withdrawing triple A ratings to countries such as the US and UK due to political pressure.

Last week, privately owned Dagong published its own sovereign credit ranking . The results were very different from those published by Moody's, S&P and Fitch, with China ranking higher than the US, the UK, Japan, France and most other big economies.

上周,私人所有的大公国际资信评估公司发表自己的主权信用评级排名。其结果与穆迪、标普和惠誉的排名有很大不同,中国的排名高于美国、英国、日本、法国和多数其它大型经济体。

Dagong, which was established in 1994, has about 25 per cent of China's fledgling credit rating market, while subsidiaries of the big three global agencies control most of the rest.

成立于1994年的大公国际资信评估公司,在中国新兴的信用评级市场占有大约25%的份额,而三大全球评级机构的子公司控制着其余大部分市场。

Dagong's next goal is to break into the international market, starting with the US. But even if it can overcome reluctance from US regulators, it may have a hard time convincing international clients of its objectivity, considering the nationalistic tone it strikes at home.

大公国际资信评估公司的下一个目标是打入国际市场,从美国开始。但是,即便该公司能够克服美国监管机构的阻力,但鉴于其在国内表现出的民族主义语气,该公司可能难以说服国际客户相信自己的客观性。
