Taiwan's government is set to allow its insurers to invest in Chinese financial instruments for the first time, a sign of how improving cross-strait relations are yielding economic benefits for businesses.

台湾政府将首次允许保险商投资中国大陆金融工具,说明两岸关系改善正为企业界带来经济效益。

The Financial Supervisory Commission, Taiwan's financial regulator, said in a statement late on Tuesday that it planned to allow qualified insurers to invest up to 10 per cent of their overseas investment limit in Chinese stocks and up to 5 per cent of the limit in bonds. Insurers will also be allowed to invest in host of other Chinese financial instruments including Treasury bills and exchange-traded funds.

台湾金融监督管理委员会(Financial Supervisory Commission)周二晚发表声明称,计划允许合格保险公司把海外投资限额中不超过10%的资金投资于中国大陆股市、不超过5%的资金投资于中国大陆债券。保险公司也将获准投资中国大陆其它多种金融工具,包括国债和交易所交易基金(ETF)。

The relaxation is a boon for Taiwan's insurers, who have had a tough time generating meaningful returns in the past because the local market is relatively mature and intense competition has sparked price competition that has eroded profitability.

此举将惠及台湾险商。由于本地市场相对成熟,加上竞争激烈引发了价格战,使得盈利能力受损,台湾险商经历了一段艰难时期,无法产生有意义的投资回报。

Chao Tsai-ling, executive vice-president at Fubon Life Insurance, the island's second-biggest life insurer, said the new rules would have a positive impact: “It increases avenues for investment and so will help improve returns on our investments.”

台湾第二大人寿保险公司富邦人寿(Fubon Life Insurance)的执行副总裁Chao Tsai-ling表示,新规将带来正面影响:“它将增加投资渠道,因而将有助于提高我们的投资回报。”

A number of foreign players, including ING and Prudential, have exited the market over the past two years, and AIG is attempting to sell its Nan Shan life insurance unit.

过去两年来,许多外资保险公司相继撤出了台湾市场,包括荷兰国际集团(ING)和保诚(Prudential)。美国国际集团(AIG)也正要出售旗下南山人寿。

The low interest rates over the past two years have also meant insurers lacked investment opportunities generating the levels of return they had guaranteed their clients.

此外,由于台湾过去两年来利率一直较低,使得保险公司缺乏投资机会,投资回报无法达到向客户保证的水平。

Even before the financial crisis, Taiwan's life assurers earned an average of less than 1 per cent return on assets between 2003 and 2007, according to Fitch.

根据惠誉(Fitch)的数据,早在金融危机之前,在2003至2007年期间,台湾各人寿保险公司的平均资产回报率就不到1%。

Taiwanese insurers have T$11,000bn ($347.2bn) in assets, according to government data, and most are allowed to invest up to 40 per cent of that into overseas assets. Due to China's capital controls, however, Taiwanese insurers would still need to apply for “qualified foreign institutional investor” (QFII) status from Chinese regulators before they could invest in China.

根据官方数据,台湾保险公司的资产总和为11万亿台币(合3472亿美元)。大部分险商在海外资产的投资上限为自身资产的40%。不过,由于中国大陆实行资本管制,台湾险商要在中国大陆投资,还需向中国大陆监管部门申请“合格境外机构投资者”(QFII)资格。
