Chinese police say they have rescued 89 abducted youngsters and arrested 369 people involved in human trafficking in an apparent effort to calm public disquiet at a rising tide of child kidnappings.

中国警方宣布解救了89名被拐儿童,并逮捕了369名涉嫌拐卖儿童的人员。在绑架儿童案件日趋增多之际,此举显然旨在平息公众不安。

Beijing launched a widely publicised crackdown on child trafficking this year after an online campaign urged residents to photograph street children to help parents identify kidnapped youngsters.

北京方面今年发动了一场高调的“打拐”行动。此前有人在网上发起运动,敦促居民们拍摄街头儿童的照片,帮助父母找到被绑架的孩子。

The campaign demonstrated the outrage among citizens, who criticised the government for ignoring – or even hindering – the efforts of parents to find snatched children.

China’s public security ministry said on Wednesday that the latest arrests were made in connection with a six-month operation to break up a pair of “large criminal enterprises” involved in kidnapping children across 14 provinces.

中国公安部周三表示,最新收网行动是6个月侦查工作的结果,其目的是摧毁两个横跨14省区的“特大拐卖儿童犯罪团伙”。

“Two large criminal gangs involved in child trafficking have been successfully destroyed, once again showing the public security organs’ solemn commitment to the people,” it said, noting that abducted youngsters were sold for an average of about Rmb40,000 ($6,210) each.

“两个特大拐卖儿童犯罪团伙被成功摧毁,再一次见证了人民公安为人民的庄严承诺,”中国公安部表示。据称,被拐儿童以平均每人大约4万元人民币(合6210美元)的价格被贩卖。

State media said some of the rescued children had been taken in Vietnam by Vietnamese residents and sold in southern China.

In another case this month, police rescued eight babies, aged 10 days to seven months, who had been drugged with sleeping pills, state media said.

Many abductions involve infant or toddler girls being taken to serve as “child brides” – sold to families desperate for daughters-in-law in a culture short of marriage-aged women.

在缺乏婚龄女性的中国社会,许多拐卖案件涉及女婴或幼小的女童,她们被卖给急于寻找儿媳妇的家庭充当“童养媳”。

The infants are raised within the family, then forced to marry a “brother” when older.

Such trafficking has risen in recent years, demographers say – a sign of the high price the country is paying for its gender imbalance, exacerbated by its one-child policy.

Its families traditionally preferred boys. Although that preference is waning, China’s last census showed a surplus of 34m men.

The government estimates up to 20,000 children are taken every year.

“Child abductions have entered a phase of high frequency,” Chen Shiqu, head of the anti-trafficking office at the public security min­istry said in an interview posted on his blog this year.

公安部打击拐卖妇女儿童犯罪办公室主任陈士渠今年在博客上发表的一篇采访中表示,拐卖儿童已进入了一个频发阶段。

Police say they have ­rescued 14,000 children since 2009. However, many families complain that off­icers sometimes refuse to register youngsters as ­missing.
