中国媒体抨击美国新军事战略
China media attack US defence shift

Some Chinese state media criticised Washington’s new Asia-focused defence policy at the weekend, but political analysts in China said it was unclear yet whether this reflects a hardline response from Beijing to the strategy announced last week by Barack Obama.

中国一些官方媒体上周末批评了美国以亚洲为焦点的新国防政策,但中国境内的政治分析人士表示,尚不清楚这些言论是否反映出北京方面对巴拉克•奥巴马(Barack Obama)上周公布的战略作出强硬回应。

In a rare Pentagon press conference, Mr Obama unveiled plans for a “smaller and leaner” military focused on potential threats from China and Iran, with reduced presence in Europe. Beijing has yet to issue any official reaction to the plan, but state media has carried sharply critical commentary, especially in overseas editions.

奥巴马罕见地在五角大楼举行记者会,公布相关计划,拟让“规模更小、更为精简的”美军聚焦于来自中国和伊朗的潜在威胁,同时缩减美国在欧洲的军事存在。北京方面尚未对美国的计划发表任何官方回应,但官方媒体发表了措辞尖锐的批评言论,尤其是在海外版上。

“Anyone with an inkling of strategy can easily see who the region’s security protector is, who the troublemaker is,” said a commentary in People’s Daily Overseas, a low circulation version of the Communist Party’s official newspaper aimed at overseas Chinese.

“稍微有些战略头脑的人们就不难看出谁是地区安全的‘保障者’,谁是地区安全的‘麻烦制造者’了,”《人民日报海外版》发表的一份评论文章表示。这份发行量较低的报纸是中共机关报的海外版,面向海外华人。

It echoed critical comments by Global Times, an English language publication that is affiliated with People’s Daily. Both reflect the views of some Chinese government leaders, but do not necessarily represent official government policy.

上述评论呼应了《人民日报》旗下《环球时报》英文版的批评言论。两者都反映了中国某些领导人的观点,但未必代表正式的政府政策。

Xinhua, the state news agency, published a relatively muted response to the Obama plan. Xinhua warned the US to “abstain from flexing its muscles” and avoid acting like “a bull in a china shop”, but added that “if fulfilled with a positive attitude and free from a Cold War-style mentality”, the new US strategy would “not only be conducive to regional stability and prosperity, but be good for China, which needs a peaceful environment to continue its economic development”.

官方通讯社新华社针对奥巴马的计划发表了相对低调的回应。新华社警告美国不要炫耀武力,以免表现得就像“闯入瓷器店的一头公牛”,但补充称,如果美国的新战略以积极的态度得到落实,而且不带有冷战思维,那将不仅有利于地区稳定和繁荣,也有利于需要一个和平环境以推进经济发展的中国。

“I don’t think we have a clear sense yet of what the leadership thinks,” said Russell Leigh Moses, a Beijing-based political analyst, pointing out most domestic newspaper headlines in the past few days have been coverage of the government’s just-ended Financial Work Conference, rather than foreign policy.

“我认为我们还没有摸清领导层的思路,”驻北京的分析人士墨儒思(Russell Leigh Moses)表示,他指出,近几天中国多数国内报纸的头条都在报道政府刚刚结束的金融工作会议,而非外交政策。

“The main focus of the government is on finance not on foreign policy, that’s what the party media tells us . . . This is getting more play overseas than it is here,” he said.

“政府的主要焦点在于金融工作,而不是外交政策,这是党的媒体告诉我们的……这件事在海外得到的关注超出中国国内,”他表示。

“We haven’t heard from the Chinese leadership yet,” said Jia Qingguo, associate dean of the school of international studies at Beijing University. “Global Times has published views that are not of the Chinese leadership and the overseas edition of People’s Daily is trying to talk to a different audience.”

“我们尚未听到中国领导层的表态,”北京大学国际关系学院副院长贾庆国表示。“《环球时报》发表的观点并不代表中国领导层的观点,而《人民日报海外版》是在试图与一个不同的受众群体沟通。”

Mr Moses said: “There is no indication this planned shift in strategy is making anyone more anxious or angry than other announcements in the past.”

墨儒思表示:“目前没有迹象表明,与以往宣布的其它声明相比,美国计划进行的战略转移正让任何人更加焦虑或愤怒。”

“People in Beijing are concerned about the change in the US defence posture,” said Mr Jia, but added he thinks the development is not unexpected. “China is rising and the relationship with the US has become more important.”

“中国高层对美国国防姿态的变化感到关切,”贾庆国表示。但他补充说,他认为这一动态是意料之中的。“中国正在崛起,中美关系已变得更加重要。”

Professor Wang Yiwei, executive dean of the Institute of International and Public Affairs at Tongji University in Shanghai, agreed. “The background reflects US economic problems and the rise of Asia’s economic power,” he said.

同济大学国际与公共事务研究院执行院长王义桅教授同意这种看法。“这件事的背景反映出美国的经济问题和亚洲经济实力的崛起,”他表示。

Mr Obama did not mention China by name, but a strategy paper was blunter in describing potential military threats from Beijing, at one stage listing it alongside Iran as one of the principal challenges for the US.

奥巴马并未点中国的名,但新的战略文件在描述来自北京方面的潜在军事威胁时更加直截了当,一度将中国与伊朗并列,视为美国面临的主要挑战之一。
